Objective

The objective of the program is to competitively select research projects that will address national priorities through supporting basic and applied research as well as translational research/experimental development.
Through this NPRP10 cycle, QNRF intends to stimulate partnerships between academics and research end-users.
The NPRP’s overall objectives have been revamped compared to the previous cycles. The program now aims to focus on research projects that demonstrate a potential impact on the development of Qatar’s society and economy emphasizing the following:
  • tackle needs and challenges that local research end-users face;
  • support projects with tangible impacts;
  • focus on subjects that are highly promising in terms of commercial and technological potential;
  • promote a public-private partnership culture in Qatar;
  • encourage co-funding;
  • encourage a more cross-cutting / interdisciplinary approach to projects;
  • stimulate scientific excellence and the advancement of knowledge in Qatar.

Description

The National Priorities Research Program (NPRP) is the main funding program of QNRF and the primary means by which QNRF seeks to support research that addresses Qatar’s needs. These needs have been specified as Grand Challenges in the Qatar National Research Strategy (QNRS) 2013 and QNRS 2014. QNRF established stakeholder committees to collect input into what are considered Priority Research Themes within those Grand Challenges.

Responsiveness to Challenges

While Qatar is blessed with an abundance of wealth from its natural resources and has managed to accumulate a large amount of physical capital in a relatively short time, it faces challenges with respect to the development of human capital. The NPRP is assisting in this area by supporting the country's colleges and universities to attract, develop and retain skilled faculty members. The NPRP will also provide incentives for institutions to build the organizational infrastructure needed to support researchers.

Furthermore, the NPRP will help to build human capital through the promotion of knowledge and technology transfer, whilst encouraging collaboration with institutions outside of Qatar.

By funding research that will raise Qatar's profile within the international academic community, the NPRP will help to address the sense of geographical isolation felt by some researchers in Qatar, fostering a level of integration with the global research community, to the benefit of the researchers in Qatar and Qatar as a whole.

Potential Benefits

The benefits of the implementation of the NPRP will be both direct and indirect. Overall, it is envisaged that the people of Qatar will benefit through the long-term embracing of R&D. In addition to helping promote research that will directly benefit Qatar, the program will also provide indirect benefits by improving the reserve and quality of human capital in the country by attracting highly competent scientists, and thus convey prestige upon Qatar at an international level.

No invitations will be sent out by QNRF. As a Lead PI, you can log into your account once you have registered your proposal  and proceed to submit the full proposal before the deadline.

QNRF uses two steps review process:

1- Peer review:  where the NPRP proposals will be sent to a minimum of three PRs and maximum of five PRs, of similar research interest as the submitted proposal, are selected from the QNRF database. All PRs in QNRF are globally selected. Based on the evaluation criteria and scores, each PR, independently, states his/her critiques, comments and review in each criterion, reflected by a score.

 2- Programmatic review: Which is Designed to “have a wider scope of assessment in order to fit with the objectives of the program” and It is a distinct step from the Peer review and does not reproduce the scientific evaluation performed by PRs. Based on a panel review and only shortlisted proposals are examined.

Yes, you can do so by deleting the original proposal registered and register a new. To delete the proposal go to to the Pre-Award tab -> proposal Status -> click delete next to the proposal ID that you would like to delete.

All ethical compliance boards of submitting institutions inside Qatar and collaborating institutions outside Qatar involved in Human subjects research only, need to be registered with the MoPH. After this process, the institutes will also submit an assurance application to the MoPH, whereby they will receive an assurance number which should be submitted to QNRF if awarded. This whole process is only done after award announcement, for awarded proposals working with human subjects research only. There is a link on the QNRF website entitled "Collaboration Opportunities" that lists the LPIs who are looking for collaborators.  You can search for your research area  of interest and contact the LPI directly.  In the interest of transparency, QNRF will not participate in the actual matching process but expects dialogue to take place directly between the interested parties.

As per the Budget Components Document, the Miscellaneous category includes communications, administrative and other similar costs. It is also subject to a cap of 5% of the total annual budget and thus including the purchase of survey data means that it would quickly exceed this limit. In such case "Services" under the Equipment cost is a suitable budget category for purchasing survey data.

QNRF does not fund travel expenses to spouse or family members accompanying the researcher going abroad to continue his research. QNRF funds travel expenses of any member of the research team as per the QNRF travel policy provided that such expenses are covered in the original budget and justifications are given.

A proposal can have more than one PI in its research team, however one Lead PI- the owner of the scientific idea- should be identified who in his/her turn should submit the proposal.

First you need to register as an applicant https://oss.qnrfsubmission.org/Registration/RegistrationStart.aspx.  If you are selected by the LPI as key investigator you will receive from the LPI an invitation to participate in your QNRF account, and then you can accept participation.
